Another way to tackle is compact the area first making sure the sand is slightly high. Use a level or straight edge to make 2 groves approx 1m apart at the level required, place an aluminium flat plate 30x6 in the groove and then use this as a guide running your perpendicular to the guides basically shaving the Sand down.
